Celia Clapp

Director of Consulting Services

Celia has extensive leadership and practice experience in the community and not for profit sectors, through a range of management, consulting and quality roles.

She is committed to the development of people and systems in order to achieve high quality outcomes for those experiencing disadvantage in all of its forms.

Celia's track record of work in and around the community sector spans over 30 years. Her roles have included leadership, management, direct service and training. Celia has particular expertise in the Child, Youth and Family Services sector. Her management appointments in that field spanned periods of major sector reform, and involved her leading the redevelopment of service models and implementing multiple new program streams and sector integration initiatives.

Celia also has outstanding expertise in the fields of accreditation, organisational review and quality improvement. She has conducted quality audits in a wide range of organisations around Australia, and is expert in analysing systems and identifying opportunities for improvement in practice, policy and structure.

Celia's appointments in the Child, Youth and Family Services field included Director of Eastern Family Services for Connections UnitingCare, a role she entered following a significant merger. In addition to overseeing major organisational change, Celia managed the redevelopment of family services funding across the region to provide more equitable access to services and implement new partnership models. Prior to that, Celia managed Family Services at the Children's Protection Society, a role in which she tendered for, established and successfully managed a number of new programs.

As an independent case analyst, Celia has also undertaken confidential reviews of Child Deaths on behalf of the Victorian Office of the Child Safety Commissioner.

Since 2009 Celia has worked with Quality Innovation Performance as a manager, project manager and Assessment Team Leader. In 2012-13 she oversaw the introduction of QIP's Department of Human Services accreditation program.

In addition to her work in the community services sector Celia has worked as a Counselling Psychologist in private practice and undertaken sessional work and training in tertiary institutions.

Celia brings a broad portfolio of skills and knowledge to her consulting engagements. Her headline skills include leadership, project management, training and facilitation, planning, people management, communications, and stakeholder engagement and management. She has strong insight into issues related to human resources and organisational culture, and is always focused on solutions that will work in practice, not just in theory.

Celia’s qualifications include Bachelor of Behavioural Science, Bachelor of Applied Child Psychology and Bachelor of Education (Counselling).
