Celia has extensive experience as a practitioner, manager, trainer and consultant in human services. Her track record of work in and around the community sector spans over 30 years.

Celia has particular expertise in the Child, Youth and Family Services sector. Her appointments in this field included Director of Eastern Family Services for Connections UnitingCare, and manager of Family Services at the Children's Protection Society. In these roles Celia successfully established and re-developed multiple programs, led major organisational change, implemented sector integration initiatives and managed the redevelopment of regional funding to provide more equitable access to services.

Celia has substantial experience in qualitative research, program review and evaluation, including working with government on a range of sensitive projects. Celia also has outstanding expertise in the fields of accreditation, organisational review and quality improvement. The organisations with which she works in this field range from large health providers with many hundreds of staff, to local community organisations, and include a number of Aboriginal and Torres Strait Islander community-controlled organisations.
