Consultant (Evaluation Specialist)

Kate is a values-driven consultant and manager of community projects and programs, with expertise in design, monitoring and evaluation.

With more than 20 years’ experience working in the social sector, Kate has extensive practical knowledge of participatory program design, monitoring and evaluation approaches, and has applied her knowledge via a range of methodologies and with diverse organisations and audiences. Kate’s program management background covers various sectors including disability and community services, emergency management, volunteering, philanthropy, rural community development and technology.

Kate leads much of Lirata’s evaluation design and capacity building work, including current and recent projects in partnership with the Centre for Resilient and Inclusive Societies chaired by Deakin University, Melbourne City Mission’s Youth Housing Initiative, Lort Smith, Council to Homeless Persons, Domestic Violence Resource Centre Victoria (DVRCV) and DPV Health. In these projects Kate has facilitated the participatory development of program theory and logic, large-scale Monitoring Evaluation & Learning (MEL) Frameworks and simple evaluation plans. Kate also delivers training and mentoring in developing Program Logic, Theory of Change, and Monitoring & Evaluation Frameworks.

Kate has also led Lirata’s independent evaluation of projects in partnership with DVRCV and Launch Housing, and supported evaluations with the Victorian Aboriginal Child Care Agency, Queensland Mental Health Commission and Tasmania’s Emerging Community Leaders program. In addition to assistance with evaluation design, these projects have involved developing and implementing a range of qualitative and quantitative evaluation methods including surveys, interviews, focus groups and case studies, as well as analysing and synthesising data, presenting findings to a range of audiences, and supporting meaningful and practical learning and application.

Prior to joining Lirata, Kate worked with the peak body for non-government disability service providers, National Disability Services (NDS). Here Kate led the monitoring and evaluation of NDS’ three-year sector development project, which assisted organisations across Victoria to prepare for the National Disability Insurance Scheme (NDIS) and transform their businesses to operate within the new NDIS environment. Kate has also held substantial program and project management roles with a range of other organisations including Volunteering Victoria, Independence Australia, the Gardiner Foundation, the Victorian Farmers Federation, and Vision Australia.

Kate enjoys working with people from all walks of life to build a fairer, healthier society. She excels in bringing teams and stakeholders together to clarify their purpose, objectives and expectations, and to focus firmly on outcomes while mapping out a practical path forward.

Kate has qualifications in Community Services, Disability, Project Management and Business Administration and Research, and she is a member of the Australian Evaluation Society.
